HAHT - Resource agents for Pacemaker integration

Enable Pacemaker to manage Congress via a resource agent. Two approaches are available:
1. Document the parameters for a generic resource agent to manage Congress. http://linux-ha.org/doc/man-pages/re-ra-anything.html
2. Develop a custom resource agent for Congress. http://www.linux-ha.org/doc/dev-guides/ra-dev-guide.html

In either case, custom hook may need to be added in Congress for health monitoring. Promotion and demotion not needed because we don't have global leader.

    Adds custom ocf for HA of DataSource Node

    ocf file for DseNode that datasources run on. When user want HA for
    DataSourceDriver, use this ocf for RA on Pacemaker.
