HAHT - local functional tests

Create local functional tests (in the style of test_congress.py) for HAHT functionality under failure scenarios, including:
- Up to (N - 1) PE-nodes killed
- Previously killed PE-nodes rejoin.
- Kill and restart DSDs-node, possibly at the same time PE-nodes are killed.

Milestone removed because the change requires adding bindep.txt, not good for so late in the release cycle.
Still important and still on track to complete the testing in Newton. Just that merge will be delayed until after Newton release.

    - unit tests no longer work concurrently
    - bindep.txt added for binary dependencies needed for tests
