Port test_congress to DSE2

congress/tests/test_congress.py needs to be ported to the new distributed architecture. To do this, first copy test_congress.py to congress/tests2/test_congress.py, and then modify it.

It is unclear whether we need all the tests in the new architecture, but ideally we would want to keep the essence of each of those tests, even if the details differ.

Additionally, there may be some tests commented out in congress/tests2/dse2/test_dse2.py that should be ported and re-enabled.

    Migrate test-congress to dse2

    This commit migrates all the tests in test-congress to new arch.
    And also fixes the failing policy execution tempest tests in new arch.

This issue was fixed in the openstack/congress 4.0.0.0b1 development milestone.
