Bug Description
Current behavior: ConceptNet 3.
Desired behavior: ConceptNet 4.
There's a lot of cleaning up we have to do, and features we need to implement, to get to ConceptNet 4. But once we do, we'll be able to distribute a less messy version of our corpus and a less messy API than we have been so far.
This bug will be expanded in the future to describe things we need to do to reach ConceptNet 4.

We're getting close, but here's what has to be done:
* Sort out the frames. Many English frames are bad. Portuguese frames are even worse. Ideally, we should have a frame for every (language, relation, frequency) triple, but even having something that isn't awful for each (language, relation) and the default frequency would be a good start.
* Make sure that our multilingual code makes sense, so that operations don't mysteriously fail on non-English languages.
* Make AnalogySpace run on non-English languages.
