[regression] Ctrl+Alt+KP_0 should minimize a window

Bug Description

The keybinding is actually maximizing a window. This is a regression of bug #878820 and causes unity AP test to fail:

unity.tests.launcher.test_icon_behavior.LauncherIconsTests.test_launcher_activate_last_focused_window
