Can't get out of fullscreen mode when two or more apps are fullscreen

Bug Description
When two or more applications are fullscreen at the same time, F11 cycles the focus between two of them instead of ending the fullscreen mode. The workaround is to quit all but one of the fullscreen apps, and then F11 works to restore regular non-fullscreen mode.

Faced it just yesterday and was not sure what caused it, confirming it on fully updated Oneiric.
