Is bit a proper fix its just trading an annoying behavior of the global menu for an annoyingly inconsistent one. interface fetures should not jump around like a Jack Rustle terrier.

the fix should be

[X] Global menu on
[X] Global Menu off

And just remove the vanishing functionality completely. its not like that panel area is being used for anything else.
