Application switcher constantly renders over itself

Bug Description

Holding down the key combo for the application switcher causes a visually jarring effect, and if there are windows updating in some fashion it causes disorientating flicker. This can be seen in the included video.

Turns out this bug is a duplicate of #1191455 after a closer information hunt. And the bug is not actually the switcher spawning a bunch of itself, but rather a visual artifact of constantly rendering over the space.
