Bug Description
There is no working delay for the cube-rotate when moving a window to the border.
Already reported here for example:

'edge_delay' in general settings does not work for "rotate"-plugin.
And 'timestep' or 'flip_time' inside the "rotate"-plugin does not work as expected / do not delay the flip in any way.
Add a new edge_flip_delay or fix the rotate-plugin and make 'timestep' work as

says: " timestep - Sets the delay before rotating" - but it does not.
