Smart Window Placement Missing Bottom Up Option

When using a large 4K display as a monitor when smart placement windows appear they are way at the top, so the user has to reach up and drag them down to eye level. There ought to be an option to place the windows from bottom up.

I modified the source to hardcode the bottom up behavior, but it ought to be a config option. I attached a patch I hope is helpful.

It occurs to me an even better placement scheme would be to have a
desired x,y target position for all windows, and the center of a new
window would appear there. But if the space isn't empty, the window
placement algorithm will spiral outwards around that point until it
can find an empty place to put it.
