a menu appears on the panel when we are in spread mode

Bug Description

When "spread" is active an irrelevant menu is rendered on the panel (top) while it shouldn't. This menu is always the same and it doesn't correspond to any visible or invisible window. Relevant screenshot: https://i.imgur.com/LHQ9VFP.png (look at the top bar, some icons, bars and panels are missing because I was debugging and didn't render them).

Since we normally draw other things on top of this bar with the menu, it's not seen by the user, the problem starts when I apply a scale transform to the other desktop components: this menu seems to have it's own transformations and becomes visible and cropped.

It should not be rendered or it should be transformed in a way that remains invisible to the user during scaling.
