Window spread ugly when there are windows of small height

Bug Description

Sometimes I have windows that are only a couple pixels high. The way the window-spread works is apparently that it takes the size of the tallest window in the row and scales the rest of the windows accordingly, to get them to be of height
     min(height of tallest window, height of screen / number of rows ).
This is undesirable because sometimes the windows become too small (see attached screenshot). I think all rows should be of size
   height of screen / number of rows.
By the way, my source of very thin windows is the Hangouts extension to Chromium.
