Add all CTRL+ALT+NUMPAD positions as sticky edge position

As it is now, there are two sticky edge positions:

- left side of screen
- right side of screen

I would like it to have more positions for those moments I can't use the keyboard and place a window using CTRL+ALT+NUMPAD .

Ie. to place a window top left one should move the window top left and the 'new position' animation would show it will be placed in the top left corner.

Only a percentage of the top and left edge should be for this position.

The same should be implemented for all other positions making this the total:

- top left, quarter screen, move to top left
- top, half horizontal screen; move to top
- top right, quarter screen, move to top right
- right, half vertical screen; move to right
- bottom right, quarter screen, move to bottom right
- bottom, half horizontal screen; move to bottom
- bottom left, quarter screen, move to bottom left
- left, half vertical screen; move to left

Hopefully this lands in Ubuntu 14.04 . It's great CTRL+ALT+NUMPAD 4 + 6 work again in Ubuntu 13.10 (only the resizing for all positions is gone).
