Some windows have decorations that are click through

Using 1:0.9.9~daily13.04.18.1~13.04-0ubuntu1 in raring

When i do a
  bzr qlog
in a bzr repo i sometimes get a "maximized" window but with decorations that are click through, i.e. if i click there the window below it will get the click, this is extremely annoying since it gets me to click on the [x] button and then instead of closing the window some other random window gets the focus and pops to the front.

This can also be relatively easily reproduced starting gwenview
