Windows become "sticky" at completely random positions in the screen

Bug Description

When you drag a window, it sometimes "sticks" to a certain vertical position like a magnet. It is expected to do that at meaningful positions, such as when the top of the window is aligned to the top of the screen (minus system bar) or the bottom of the window with the bottom of the screen.

But it does it also at some apparently random and certainly meaningless positions, in the mid of the screen, as if it was sticking to something invisible.

I don't habe a 100%-sure way to reproduce it, but the following reproduces the issue very soon almost surely for me:

- have several windows open, for example: Google Chrome, Thunderbird, a Terminal, a Nautilus window.
- have some of them maximized and some of them not
- resize one of them to a not-too-big size, e.g. about half the dimensions of the screen

- now click on the title bar of this window and drag it around for a while. From time to time stop moving the cursor (without releasing the button) and then start moving again, sometimes slowly, sometimes less slowly, as if "looking for" some spot where it will stick. Soon you will find one.

Confirmed. I've only seen this happen with wobbly enabled. I saw it happen on a fully updated quantal installation yesterday.
