[gDEBugger] glGetUniformLocation called too much

Bug Description

glGetUniformLocationARB is called far too much - pretty much every time we set a new uniform. This is bad as it waits for the pipeline to finish. We only need to do it once per program and then cache the saved value until the program is re-linked.
