Bug Description

The decor plugin has an option named "command" so it can start the window decorator process if there isn't one. The command is blank in upstream lp:compiz. It's set downstream in the ubuntu branches though.

There's no reason why this shouldn't be initialized upstream. It would make development slightly easier, only having to run one command instead of two.
