Shift Switcher: Window title display settings partially ignored

[Problem]

"Show Window Title" always shows the window title, no matter if enabled or disabled.

[Test Case]

1. Open CCSM
2. Open Shift Switcher and enable it
3. In "Window title display" tab disable "Show Window Title"
4. Activate the shift switcher

Observe that the title of the window in focus will still be rendered although you've diabled that.
