Make upgrades be read from DATADIR and not SYSCONFDIR

Bug Description
Distributions are not supposed to install stuff in SYSCONFDIR and dpkg
will act strangely if the user was to modify distribution supplied upgrade
files which should not be modified, so install them in DATADIR (eg /usr/share
instead)
