Yes, this isn't the way to use a windows but surely is a bug and is present in every release and not reproducible in metacity.
Or at last, if this is the way haw compiz works, why it don't jump to the the last xorg input instead stop it where it is.
I can reproduce this on a fastest machine too with 6 GB of ram.
I attach a short screecast to better show what happens.
