Bug Description

The correct behaviour is that a title bar click raises the window, a drag moves it but does not raise it. This is the behaviour with metacity.

Using version 1:0.9.11+14.04.20140409-0ubuntu1, the window no longer raises for clicking or dragging the titlebar when Raise on Click is disabled. This seems even worse to me. I must now resort to the dock to raise a window with just the mouse.
