virt-manager can not start due to missing permissions

using LMDE 1204 RC stock sources

trying to start virt-manager
after getting rid of https://bugs.launchpad.net/community.linuxmint.com/+bug/985567

another error window shows

Unable to connect to libvirt.

Verify that the 'libvirtd' daemon is running.

editing /etc/libvirt/libvirtd.conf
i relaxed the permissions to "0777"
i did not change anything with policykit (/etc/polkit-1)

# the default will change to allow everyone (eg, 0777)

# If not using PolicyKit and setting group ownership for access

i did not change anything with policykit (/etc/polkit-1)

after that a
/etc/init.d/libvirt-bin restart

and connecting was successful

maybe this isn't the right way, but is has solved the issue for now
