Should have files commands.db & commands.db.metadata, but doesn't. The folder is empty... ... apt list command-not-found --installed Listing... Done command-not-found/noble,now 23.04.0 all [installed,automatic] ... Reinstalling 'command-not-found' package does not create the files either... So it seems that this package is broken, and not populating /var/lib/command-not-found with commands.db & commands.db.metadata files. Since it was broken, and not working, that is why the system image that the installer extracted and copied over (via the curtin rsync) for the installation resulted in an empty folder for that.
