funky character crashed python command-not-found script

Bug Description
I was accessing an ubuntu box via cygwin terminal in Windows 10.
The terminal got funky and invalid characters started popping into the command line.
When i hit enter: bam! command-not-found crashed. Hope this helps. Javier.
Stack (HWE) is supported until April 2019.
