Omelette should use mklink on Windows Vista/7

Bug Description

Unlike junction.exe on Windows XP, mklink comes with Vista and 7 by default and can also create links to files as well as directories, which would get rid of the warning on line 165.

Mklink requires administrator privileges to work.

This patch converts existing junctions to symlinks rather than accidentally deleting everything as the previous one sometimes did.
