Bug Description

Both collectd-gnocchi and collectd-ceilometer are enabled by default, but ceilometer/gnocchi are not necessarily available.
This causes HTTPError: 401 Client Error: Unauthorized for url: http://192.168.100.70/identity/v3/auth/tokens

How to recreate/verify:
- Enable collectd-{ceilometer,gnocchi} without enabling the corresponding Openstack service.
- Check collectd logs for errors
