Bug Description
To enable more extensible testing of the collectd-
environment a new tox env should be created to execute basic smoke tests
such as testing that metrics are available in the backing store and API.

ceilometer meter-list | grep cpu.cpu
For gnocchi:
gnocchi metric list | grep cpu.cpu
