Need to enforce increase qty on Delivery line as False

Bug Description
If a Delivery Order line is "Loaded" then user should not be able to increase qty, only lower. Message "You cannot increase the quantity for this order since it has been Loaded. Please create a new sales order."
Also since please remove "Add an item" from the Delivery Order form, since the pricing will never be correct.
