mysqld needs restart to receive filesystem-based SST

Bug Description
Because filesystem-based SST acts directly on storage engine files, SEs must not be active during SST and must be (re)initialized after it completes. As of now the only way to achieve that is to restart the whole server.

So far we implemented a protection that fails the node and instructs operator to restart.
