In some states I cannot shutdown mysqld

I have feeling that when node in some state, i.e OPEN

I cannot shutdown this node:

mysqladmin shutdown
mysqladmin: shutdown failed; error: 'Unknown command'

To stop node I need to kill mysqld in this case
