Bug Description

For the purpose of overriding wsrep_cluster_address defined in my.cnf. (In order to avoid the need to edit my.cnf to bootstrap a cluster)

Pushed this fix to wsrep-5.5-23 branch as well.

Note, that wsrep API #23 is not compatible with this feature, as 'bootstrap' address is not supported in connect method.

However, later galera #23 provider versions have back ported the 'bootstrap' compatibility and can be used to make --wsrep-new-cluster optionfully functional.
