Can't import images to whiteboard - other participants can't see

Bug Description
We're using an OpenFire server. I import a png file onto the whiteboard. For the other folks in the conference, they get a progress bar "progress for "Writing file: test.png"" and the progress bar never finishes, it stays at 1%. However, if they look in their ~./coccinella/
It seems the whiteboard does not detect that the download finishes and it doesn't ever post the image to the whiteboard.
I know this has worked in past versions of Coccinella because we've used this feature before.
