Bug Description

The iconsets in /themes/Oxygen/iconsets/ are not detected.

Maybe switch to a directory structure similar to Gajim?: http://trac.gajim.org/browser/trunk/data/iconsets (I like this)

Looks like an unpacked (unzipped) version of what we already have for
the rosticon sets, except they don't have an icondef.xml file where
icons can be defined inline as base64 encoded data.

Yes, an I think that is better. The XML files are not required and only make theming harder. The XML files are only useful for emoticons.

Yes, IMO it's better to move all these icons to icons/16x16/ and
obviously emoticons can be moved to the main dir of the theme.
