Ask user to quit after language change

Bug Description
When the user changes the language, Coccinella will start looking ugly and needs to be restarted to fix this. As restarting is not easy and maybe not secure, it may be instead a good idea to open a question dialog where the user is asked if he wants Coccinella to be quit.
