README-xmpp: define XEP versions

It would be nice to document XEP versions in README-xmpp. This will make it easier to see if something needs an update ;-)

It is a lot admin work to keep track of this. I'd rather not.

You can add the version at the time when you implemented the XEP.
Other people then easily can track what features needs to be added in
future versions of the XEP ;-) Also, these other people also easily
can see when a new version of a XEP only fixes some typos in the
example.

implementations is not going to happen.
