Growl-like interface for other platforms

It would be very cool if a Growl-like interface for notifications was available on other platforms supported by Coccinella.

On Linux there is the Desktop Notifications Specification. AFAICS, this specification is currently implemented by Gajim, Gossip and Pigin. This needs D-Bus support (see Bug #145338 ).

On Windows there is Snarl.
