cloud-localds -f vfat fails with "sectors per track" error

Bug Description

"cloud-localds -f vfat" always fails with this error:

Total number of sectors (200) not a multiple of sectors per track (32)!

because the seed disk image file is explicitly created with "trunctate --size 100K". Attached patch fixes it by creating a 128K seed disk image instead.
