Bug Description

The file /etc/cloud/templates/hosts.tmpl provided by cloud-init defines the default IP for $hostname as 127.0.1.1 instead of 127.0.0.1 which can result in undesired results if activated

## The value '$hostname' will be replaced with the local-hostname
127.0.1.1 $hostname
