In openEuler, distro.osfamily is incorrect

Bug Description

Reproduction code:

import copy
from cloudinit import distros, helpers, settings

system_info = copy.deepcopy(settings.CFG_BUILTIN["system_info"])
system_info["distro"] = "openEuler"
paths = helpers.Paths(system_info["paths"])
distro_cls = distros.fetch("openEuler")
distro = distro_cls("openEuler", system_info, paths)

The output is: redhat,we expect the output to be "openEuler"
