Bug Description

cloud-init pulls the python-babel-localedata as a dependency in jammy. This is a relatively big dependency (5MB compressed, 27MB uncompressed), that impacts the size of the core22 snap. The package is pulled by the jinja module, apparently.

We have no plans to remove jinja2 as it is integral to some of cloud-init's functionality and UI. I'm not exactly sure what this bug report is asking for.
