NoCloud documentation does not mention which files are required in the ISO

Bug Description

The documentation (https://github.com/canonical/cloud-init/blob/master/doc/rtd/topics/datasources/nocloud.rst) does not mention that user-data and meta-data need to be present in the ISO to work

if one of the files is missing the user will only see

DataSourceNoCloud.py[WARNING]: device /dev/sr0 with label=cidata not a valid seed.

without any other further info

A note in the docs along these lines

"user-data and meta-data are both required to be present for it to be
considered a valid seed ISO"

should suffice, I don't have a CLA but if there's any way I could send a pull request to be signed and merged by someone with one, i would be happy to help.
