Bug Description

the list of modules has disappeared from the documentation sidebar.

- version 19.3: https://cloudinit.readthedocs.io/en/19.3/topics/modules.html
- version 19.2: https://cloudinit.readthedocs.io/en/19.2/topics/modules.html

In 19.2, the sidebar has an entry for each module, and it's a lot easier to find and navigate to appropriate module.

Ah right, I removed the TOC from showing up all the time on the right hand toolbar. I did this given it is such a huge list of modules made it basically impossible to use once you opened up the modules page.

I was looking into how to get a table of contents on the top of the modules pages so you could scroll down only a little way and then jump to the module you are interested in. I would prefer to not have two complete lists of all the modules, one for the TOC and one for the content.

Still looking into this...
