cloud-init warning with cloudstack datasource

Bug Description

Hello,

On a Ubuntu 18.04 template configured to use Cloudstack data source like this:

# cat /etc/cloud/cloud.cfg.d/99_cloudstack.cfg

datasource:
  CloudStack: {}
  None: {}
datasource_list: ["CloudStack"]

I get this warning upon login:

Hi.

please run 'cloud-init collect-logs' and attach the tarball that is created. thanks.

After you've done so set the state of the bug back to 'New'.
