[Hype-V][Azure]cloud-init failed to create user if "/mnt/cdrom/secure" does not exist

Bug Description

On Azure, cloud-init (head) fails to mount cdrom /dev/cd0 on FreeBSD if the directory /mnt/cdrom/secure does not exist. In fact, "mount" should not depends on any directory. The quick fix is to use "util.mount_cd" to test whether cdrom is available or not.
