Newly provisioned Xenial hosts in softlayer bootstrapped via cloud-init are getting the following message.

I'm running what I believe is the latest version of cloud-init:
$ dpkg -s cloud-init

I'm able to get rid of the message following the instructions provided, but posting the bug report as instructed.
