Comment 1 for bug 1643990

I'm going to merge https://code.launchpad.net/~harlowja/cloud-init/+git/cloud-init/+merge/301729 to fix this bug.
That will mean that by default cloud-init.service does nto send output to rsyslog, but we'll get consistent timestamps in /var/log/cloud-init.log and also always get messages there.
