cloud-init.service should Require/After network.service not networking.service (CentOS 7/RHEL 7)

Bug Description

cloud-init.service currently depends on networking.service, and wants to be launched after that. On CentOS/RHEL 7 this should be network.service. Without this you will get errors related to netstat -rn not working correctly due to being started before networking is fully up.

Fedora 25 also has this issue. Fedora 24 was ok.
