Bug Description
The spec file is out of date regarding systemd and udev rules and brpm is lacking a dependency mapping. The attached patch fixes this and is also available via:

Thank you for taking the time to report this bug. In an effort to keep
an up-to-date and valid list of bugs to work on, I have reviewed this
report verifying it still requires effort and occurs on a supported
version of cloud-init.
There have been significant updates to the rpm build scripts of
cloud-init. Would you be willing to check out master and verify that
it works for you still?
My suggestion is to check out the following for dependencies:
./tools/
And to look at the following for building:
./packages/brpm
