cloud-init searches for ec2 mirrors regardless of what cloud its on

Bug Description

Cloud-init searches for <region> by default regardless of whether or not its on EC2. The result is that launching the default image on any cloud with a valid EC2 region name will result in using the EC2 mirrors (since they are valid).

     - arches: [i386, amd64]
           - http://%(ec2_region)
           - http://%(availability_zone)
         security: []
