cloud-init hangs if there is no default route

Bug Description

With Ubuntu 14.04 and MAAS 1.5.1+bzr2269-0ubuntu0.1, if I start a node without a default route, cloud-init reproducibly hangs. If I give it a default route, cloud-init works and the node completes the install process.

While not having a default route is a somewhat uncommon scenario, I believe it's a valid configuration that shouldn't cause cloud-init to hang.

We do have a fair amount of networking / boot cleanups to do in cloud-init and in ubuntu images (and maas deployments).
hopefully those will shake this out too.
